Topics discussed included fiscal implications of unwinding the PHE, addressing uncertainty for states, and Centers for Medicare &amp; Medicaid Services (CMS) and state preparation to address potential post-PHE loss of coverage.<\/p>\n<p><span id=\"page3R_mcid5\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Between February 2020 and February 2022, enrollment in Medicaid and CHIP increased\u00a0<\/span><span dir=\"ltr\" role=\"presentation\">by 2<\/span><span dir=\"ltr\" role=\"presentation\">4<\/span> <span dir=\"ltr\" role=\"presentation\">percent<\/span><span dir=\"ltr\" role=\"presentation\">. At the end of the PHE, 5 to 14 million individuals may disenroll, though\u00a0<\/span><span dir=\"ltr\" role=\"presentation\">some may be eligible for coverage under other sources.<\/span> <span dir=\"ltr\" role=\"presentation\">MACPAC is dedicated to\u00a0<\/span><span dir=\"ltr\" role=\"presentation\">reducing<\/span> <span dir=\"ltr\" role=\"presentation\">potential loss of coverage for Medicaid and CHIP beneficiaries.<\/span><\/span><span id=\"page3R_mcid6\" class=\"markedContent\"><br role=\"presentation\" \/><\/span><\/p>\n<h3><span id=\"page3R_mcid6\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Fiscal Implications of<\/span> <span dir=\"ltr\" role=\"presentation\">Unwind<\/span><span dir=\"ltr\" role=\"presentation\">ing the PHE<\/span><\/span><span id=\"page3R_mcid7\" class=\"markedContent\"><br role=\"presentation\" \/><\/span><\/h3>\n<p><span id=\"page3R_mcid7\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">During the PHE, states have received<\/span> <span dir=\"ltr\" role=\"presentation\">approximately $100.4 billion<\/span> <span dir=\"ltr\" role=\"presentation\">in funding<\/span> <span dir=\"ltr\" role=\"presentation\">due to<\/span> <span dir=\"ltr\" role=\"presentation\">the\u00a0<\/span><span dir=\"ltr\" role=\"presentation\">enhanced Federal Medical Assistance Percentage (FMAP)<\/span><span dir=\"ltr\" role=\"presentation\">, which is used<\/span> <span dir=\"ltr\" role=\"presentation\">to determine\u00a0<\/span><span dir=\"ltr\" role=\"presentation\">the matching funds rate allocated<\/span> <span dir=\"ltr\" role=\"presentation\">annually to<\/span> <span dir=\"ltr\" role=\"presentation\">CHIP.<\/span> <span dir=\"ltr\" role=\"presentation\">At the end of the<\/span> <span dir=\"ltr\" role=\"presentation\">PHE<\/span><span dir=\"ltr\" role=\"presentation\">, enrollment\u00a0<\/span><span dir=\"ltr\" role=\"presentation\">and total spending growth will likely be reduced, and the state share of Medicaid\u00a0<\/span><span dir=\"ltr\" role=\"presentation\">spending will likely<\/span> <span dir=\"ltr\" role=\"presentation\">grow with the conclusion of the enhanced<\/span> <span dir=\"ltr\" role=\"presentation\">F<\/span><span dir=\"ltr\" role=\"presentation\">MAP.<\/span> <span dir=\"ltr\" role=\"presentation\">There has also\u00a0<\/span><span dir=\"ltr\" role=\"presentation\">been concern that<\/span> <span dir=\"ltr\" role=\"presentation\">the end of the enhanced match would cause states to unwind\u00a0<\/span><span dir=\"ltr\" role=\"presentation\">q<\/span><span dir=\"ltr\" role=\"presentation\">uickly. To address these concerns, one commissioner suggested MACPAC make a\u00a0<\/span><span dir=\"ltr\" role=\"presentation\">recommendation for phasing down the enhanced FMAP to avoid a<\/span> <span dir=\"ltr\" role=\"presentation\">funding<\/span> <span dir=\"ltr\" role=\"presentation\">cliff. Some\u00a0<\/span><span dir=\"ltr\" role=\"presentation\">commissioners supported this<\/span> <span dir=\"ltr\" role=\"presentation\">suggestion but<\/span> <span dir=\"ltr\" role=\"presentation\">noted that the impact of the enhanced\u00a0<\/span><span dir=\"ltr\" role=\"presentation\">FMAP ending is de<\/span><span dir=\"ltr\" role=\"presentation\">pendent on<\/span> <span dir=\"ltr\" role=\"presentation\">state budgets<\/span> <span dir=\"ltr\" role=\"presentation\">and<\/span> <span dir=\"ltr\" role=\"presentation\">fiscal health.<\/span><\/span><span id=\"page3R_mcid8\" class=\"markedContent\"><\/span><span id=\"page3R_mcid9\" class=\"markedContent\"><br role=\"presentation\" \/><\/span><\/p>\n<h3><span id=\"page3R_mcid9\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Uncertainty of PHE End<\/span> <span dir=\"ltr\" role=\"presentation\">Impacts State Planning Efforts<\/span><\/span><span id=\"page3R_mcid10\" class=\"markedContent\"><br role=\"presentation\" \/><\/span><\/h3>\n<p><span id=\"page3R_mcid10\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">The state response to the eventual end of the PHE has been variable.<\/span> <span dir=\"ltr\" role=\"presentation\">MACPAC noted\u00a0<\/span><span dir=\"ltr\" role=\"presentation\">that states and stakeholders have been concerned that the<\/span> <span dir=\"ltr\" role=\"presentation\">uncertainty surrounding the\u00a0<\/span><span dir=\"ltr\" role=\"presentation\">end of the PHE has hindered their ability to plan<\/span><span dir=\"ltr\" role=\"presentation\">; however, other states and\u00a0<\/span><span dir=\"ltr\" role=\"presentation\">stakeholders have said they have developed unwinding plans and are making broader\u00a0<\/span><span dir=\"ltr\" role=\"presentation\">system and process changes.<\/span> <span dir=\"ltr\" role=\"presentation\">While additional advanced notice or<\/span> <span dir=\"ltr\" role=\"presentation\">provi<\/span><span dir=\"ltr\" role=\"presentation\">ding a<\/span> <span dir=\"ltr\" role=\"presentation\">certain\u00a0<\/span><span dir=\"ltr\" role=\"presentation\">date for unwinding would give states more time to prepare,<\/span> <span dir=\"ltr\" role=\"presentation\">several states indicated\u00a0<\/span><\/span><span id=\"page17R_mcid0\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">that additional notice would not substantially improve preparation<\/span> <span dir=\"ltr\" role=\"presentation\">efforts<\/span><span dir=\"ltr\" role=\"presentation\">.<\/span> <span dir=\"ltr\" role=\"presentation\">S<\/span><span dir=\"ltr\" role=\"presentation\">tates also\u00a0<\/span><span dir=\"ltr\" role=\"presentation\">noted that<\/span> <span dir=\"ltr\" role=\"presentation\">shifting<\/span> <span dir=\"ltr\" role=\"presentation\">the<\/span> <span dir=\"ltr\" role=\"presentation\">end date<\/span> <span dir=\"ltr\" role=\"presentation\">of the PHE causes states to s<\/span><span dir=\"ltr\" role=\"presentation\">tart and stop<\/span> <span dir=\"ltr\" role=\"presentation\">preparation\u00a0<\/span><span dir=\"ltr\" role=\"presentation\">and<\/span> <span dir=\"ltr\" role=\"presentation\">burdens state resources.<\/span><\/span><\/p>\n<h3><span id=\"page17R_mcid1\" class=\"markedContent\"><\/span><span id=\"page17R_mcid2\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">MACPAC Outlines<\/span> <span dir=\"ltr\" role=\"presentation\">Priorities<\/span> <span dir=\"ltr\" role=\"presentation\">in Preparation for Upcoming Meeting<\/span><\/span><span id=\"page17R_mcid3\" class=\"markedContent\"><br role=\"presentation\" \/><\/span><\/h3>\n<p><span id=\"page17R_mcid3\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">The next MACPAC meeting is<\/span> <span dir=\"ltr\" role=\"presentation\">scheduled for September 2022, when the regular\u00a0<\/span><span dir=\"ltr\" role=\"presentation\">meeting cycle begins.<\/span> <span dir=\"ltr\" role=\"presentation\">Commissioners discussed priorities<\/span> <span dir=\"ltr\" role=\"presentation\">in preparation for<\/span> <span dir=\"ltr\" role=\"presentation\">the\u00a0<\/span><span dir=\"ltr\" role=\"presentation\">meeting, including continuing to connect with states and stakeholders and monitoring\u00a0<\/span><span dir=\"ltr\" role=\"presentation\">publicly available information on unwinding<\/span> <span dir=\"ltr\" role=\"presentation\">data.<\/span> <span dir=\"ltr\" role=\"presentation\">Commissioners<\/span> <span dir=\"ltr\" role=\"presentation\">expressed interest in\u00a0<\/span><span dir=\"ltr\" role=\"presentation\">analyzing<\/span> <span dir=\"ltr\" role=\"presentation\">procedural enrollment data, to examine whether there are specific\u00a0<\/span><span dir=\"ltr\" role=\"presentation\">population<\/span><span dir=\"ltr\" role=\"presentation\">s<\/span> <span dir=\"ltr\" role=\"presentation\">being<\/span> <span dir=\"ltr\" role=\"presentation\">disproportionately impacted<\/span> <span dir=\"ltr\" role=\"presentation\">by the unwinding process<\/span><span dir=\"ltr\" role=\"presentation\">.
