Stephanie Lomas is Technical Director at Applied Policy, where she advises biopharmaceutical and biotechnology clients on reimbursement strategy and regulatory policies related to Medicare and Medicaid coverage, coding, and payment. With over a decade of experience in health policy, she brings a deep understanding of public payers and patient access issues across the life sciences industry.

Before joining Applied Policy, Stephanie served as Associate Director of Public Policy and Government Affairs at Biogen. In this role, she led policy development and engagement strategies to support reimbursement and access to the company’s therapies under federal healthcare programs.

Previously, she held positions of increasing responsibility at Genentech in the company’s Government Affairs team where she developed policies to support access and payment across Genentech’s product portfolio.

Stephanie began her career at Quorum Consulting, where she advised life sciences clients on reimbursement strategy and payer engagement. She earned a Bachelor of Arts from the University of California, Berkeley, with a double major in Molecular and Cell Biology and English.
