John Voorhees is Chief Operating Officer at Applied Policy, where he oversees the firm’s daily operations to support organizational continuity and the effective delivery of health policy and reimbursement advisory services.

Prior to being named Chief Operating Officer, John served as Applied Policy’s Senior Vice President for nearly a decade. During that time, he supported the firm’s operational development and internal coordination as its consulting practice expanded.

John brings more than 11 years of senior leadership experience from the Centers for Medicare & Medicaid Services. His experience within CMS shapes his work supporting clients as they engage with the agency on issues related to coding, coverage, reimbursement, and other regulatory and operational matters.

During his tenure at CMS, John served as Senior Advisor to the CMS Administrator, the Chief Operating Officer, and the Medicare Beneficiary Ombudsman. He also held leadership roles as Director of the Office of Operations Management and Chief Administrative Officer.

As Chief Administrative Officer, John oversaw both operational and programmatic management functions, including the agency’s annual award of more than $900 million in contracts and contributions to CMS’s strategic planning efforts. He also supported Medicare beneficiary enrollment during implementation of the Medicare Modernization Act and led efforts to develop policy recommendations to improve access and reduce inefficiencies within the Medicare program.

John holds a bachelor’s degree in business and communications from St. Lawrence University.
