Emma Hammer is a Health Policy Manager at Applied Policy. She conducts health policy research and analysis for a range of clients, including pharmaceutical companies, trade associations, and provider organizations. She develops strategies to support clients in navigating complex federal policy changes that impact Medicare and Medicaid, with a focus on issues affecting the pharmaceutical sector, including the Inflation Reduction Act and coding, coverage, and reimbursement.

Before joining Applied Policy, Emma supported projects related to Medicare Advantage and the Value-Based Insurance Design Model at the Centers for Medicare & Medicaid Services’ (CMS’s) Center for Medicare and Medicaid Innovation (CMMI).

An active member of the Washington health policy community, Emma serves as Co-Director of Membership and Outreach for the DC Society of Health Policy Young Professionals, supporting strategic planning and engagement efforts to connect emerging health policy professionals in the area.

Emma graduated summa cum laude from the University of Maryland, College Park, with a Bachelor of Arts in Public Policy and a minor in General Business.
