Melissa Andel

Andel_Melissa_WEBMelissa Andel is a Health Policy Director at Applied Policy. She has over nine years of health policy experience with the pharmacy and managed care industries. At Applied Policy, Ms. Andel has worked with clients on implementation of the Unique Drug Identification system, the Physician Payment Sunshine Act, and the Drug Quality and Security Act. She has also assisted clients achieve optimal coverage and coding for their products under Medicare.

Prior to joining Applied Policy, Ms. Andel served as Assistant Director of Legislative Affairs at the Academy of Managed Care Pharmacy. There, she was responsible for developing Academy policy on a variety of issues, including Medicare Part D, Medicaid, commercial benefit design and prescription drug products. Ms. Andel has experience with pharmaceutical payment systems for both public and private payers, such as the Medicaid prescription drug rebate program and tools used by private payers in designing prescription drug benefits, including negotiating rebate agreements with manufacturers, developing formularies and other utilization management programs and forming pharmacy provider networks.  She has also worked on issues surrounding prescription drug development, such as the approval of generic drugs, patent settlement agreements between brand-name and generic drug manufacturers, and the establishment of a regulatory pathway for approval of biosimilar versions of biologic products. While at AMCP, Ms. Andel also worked on public policy issues governing generic and therapeutic substitution of prescription drugs, including issues surrounding substitution and biosimilar biologic products. In addition to her work in health policy, she also has professional experience on Capitol Hill and on Congressional campaigns.

Ms. Andel received her Bachelor of Arts in Journalism with an emphasis on public relations from the University of Georgia, and her Master’s in Public Policy from George Mason University.
