John S. Voorhees


John Voorhees is a Senior Vice President at Applied Policy.  Prior to joining AP, Mr. Voorhees spent eleven years at the Centers of Medicare and Medicaid Services (CMS).  During his time at CMS, he was Senior Advisor to several Agency leaders including the CMS Administrator, Chief Operating Officer and the Medicare Beneficiary Ombudsman.  Mr. Voorhees also held the position of Director of the Office of Operations Management and Chief Administrative Officer.  In 2005 he received Agency wide recognition for his part in the Medicare Prescription Drug Benefit implementation.

At CMS, Mr. Voorhees managed both operational and programmatic parts of the Agency.  As Chief Administrative Officer, he oversaw the Agency’s annual award of more than $900 million in contracts and the development of the Agency’s strategic plan.  Mr. Voorhees, as Senior Advisor to the Chief Operating Officer, was responsible for helping the Agency enroll 24 million Medicare beneficiaries during the implementation of the Medicare Modernization Act.

Later in his tenure at CMS, Mr. Voorhees led an Agency-wide effort developing recommendations to improve beneficiary access to Medicare.  He and his team delivered recommendations directly to the CMS Administrator and to lawmakers through an annual report to Congress.

Mr. Voorhees received a Bachelor of Art in Business and Communication from St. Lawrence University and spent the first 20 years of his professional career in the financial services business.  He has lived in the Washington DC area all his life.
